Poland has long been one of the cheaper EU countries for fuel – today it ranks 8 of 28 on petrol, counting from the cheapest. What drives fuel prices
- Crude oil prices on world markets – the largest single part of the cost of fuel before tax.
- Exchange rates – oil is priced in US dollars, so a weaker local currency raises pump prices even when oil gets cheaper.
- Taxes – excise duty and VAT usually make up around half of the price of a litre in the EU. Governments sometimes cut them temporarily: in 2022, for example, Poland lowered VAT on fuel from 23% to 8% from February to the end of the year, which softened the price spike.
- Wholesale and retail margins – refiners, importers and station operators each add their own margin.
